കേരളം 78 കോടി രൂപ ചെലവഴിച്ച് നടപ്പാക്കിയ ‘കവചം’ സംവിധാനത്തിന്റെ സാങ്കേതിക മാതൃക (Model Framework) അടിസ്ഥാനമാക്കി ഒഡീഷയിലും സമാന സംവിധാനമൊരുക്കാൻ ധാരണാപത്രം (MoU - Memorandum of Understanding) ഒപ്പിടാൻ തീരുമാനമായിരിക്കുകയാണ്.
